Introduction Recommendations in the Philadelphia Roadmap to Safer Communities aim to significantly lower the number of shootings and homicides in the city during the following five years. Despite a decline, Philadelphia’s gun violence rates remain higher than they were before the pandemic. In Philadelphia, neighborhoods with high rates of unemployment and education are also more likely to experience structural violence (City of Philadelphia, 2023). The term “structural violence” describes the harm that social and economic structures do to individuals, families, and communities when they make it difficult for them to meet their basic needs. These structures include privilege and inequality, social institutions, and power relations. Communities with high violent crime rates are also more vulnerable to severe trauma (Stallberg, 2022; Delgado, 2021). The entire neighborhood is affected by trauma, in addition to those who are directly affected by gun violence. The census areas with the highest rates of unemployment, low levels of education (i.e., not graduating from high school), and poverty also happen to have the highest rates of homicides and shootings (City of Philadelphia, 2023). This study describes how the program scanned, analyzed, responded to, and evaluated the response given to gun violence in the city of Philadelphia, Pennsylvania, using the SARA model. It also describes the technology utilized to locate and solve the issue, as well as how the program applied the CHEERS acronym in identifying the nature of the issue. 2.0. The Program’s Response to Gun Violence The Philadelphia Roadmap to Safer Communities was developed to reduce the rising rates of gun violence and to establish a strategy for preventing gun violence. This section describes the application of the SARA model to the program’s response to gun violence. 2.1. Using SARA model 2.1.1. Scanning: Most gun violence is caused by a small number of individuals and most of them are related to each other. The city government improved its ability to take an active role and offer alternatives to those participating in these activities by gathering intelligence and involving the community.
